About the Grants Clearinghouse

The American Samoa Grants Clearinghouse Division (ASGCD) was established by Executive Order 007-2025 to serve as the central coordinating body for all federal grant activities in the Territory.

Operating under the Office of the Governor, ASGCD provides essential services including grant application clearance, compliance monitoring, technical assistance, and reporting coordination.

Key Responsibilities

  • Review and approve all grant applications before federal submission
  • Maintain a centralized database of available federal grants
  • Monitor grant compliance across all territorial agencies
  • Provide technical assistance and training to grantees
  • Coordinate Single Audit activities and corrective actions
